Democracy in the 21st Century

"We are all connected and nobody is in charge" is the New York Times columnist Thomas L. Friedman's description of the political reality in a globalized world with weak or absent global authorities.
  • The deregulation of the global economy and the technological development has led to a world where economies, culture and people become more and more connected.
  • This has lead to a weakening of the power of national political systems to deal with challenges especially in the economy.
  • We experience global events that have major impact locally, the financial crisis of 2008-9 is one example and the Global Warming problems another.
  • It has also lead to the emergence of political authority at supranational levels - examples at the regional level are organizations like the European Union, Mercosur, ASEAN, APEC, African Union. Examples at the global level are the transformation of some UN organizations from international to supranational (WHO, IMO etc.) World Trade Organization etc. And after the financial crisis the discussion on stronger roles for the World Bank and IMF, and new networks like the G20 countries.
  • Multilayered Democracy is a concept that recognizes and welcomes the emergence of global institutions that can handle the challenges to the human beings - but at the same time Multilayered Democracy requires that this global governance is democratically controlled by the peoples.
