The centre of the game board is an image of a human brain. It refers to the learning process involved with democracy - and it is the point of view of the participants in the game.
Originally democracy was a form of governance developed in and practiced in city states such as Athens in classical Greece, around 500 b.c. Modern democracy and its institutions is situated in national states with millions of citizens, and with inventions such as representative voting, political parties and parliaments. With globalization we experience the emergence of transnational institutions of governance - at the regional level such as the European Union, at the global level such as the World Trade Organization.
The game board reflects this reality - with four arenas of governance organized around the citizens taking part in the game. The lay out of the board corresponds to the definition of global issues as those that are close to the citizen AND connected to other people all over the world. So the global is not far away.
So even if the game board is generic then it means different things to different people. Obviously Kolkata is different from Berlin, West Bengal from Germany and India from Europe - but Global does not mean the same in Kolkata as it does in Berlin.
